When will Joe Torre, Tony LaRussa, and Bruce Froemming be HOF eligible?

Now that it's that time of year for HOF voting/debate, how about we turn our attention away from the players and to the other guys? For managers, I'm sure Joe Torre and Tony LaRussa should have no trouble getting in on the first try, but when will that first try be (I think the rules are very different than for players; for players it's a simple wait five years after retirement)? And how about umpire Bruce Froemming (one of only two umps to do over 5,000 MLB games)? When will he be on the ballot?

I'm 90% sure the same 5 year rule applies, but I believe all non-playing candidates are voted on by the Veteran's Committee.

Managers who are 65 or older when they retire, are eligible to be considered for the HOF six months after they retire. They are voted on by the Expansion Era Committee.

The thing is though, the Expansion Era Committee only meets every three years, and it met in December 2010. So, Torre, LaRussa, Bobby Cox and Lou Piniella will all be considered for the first time in December 2013.

Umpires fall under the same rules as managers. So, since Froemming was over 65 when he retired, he was also eligible for consideration in December 2010, and will be considered again in December 2013.
