new pricing policy 11/15???

I read today, under Services and Fees, that PCGS says we must submit pre-1955 world coins through secure plus!!!????? This is madness; it adds significant cost to the modern era collector. I hate arbitrary dates; if you are going to do this, tie it to a "series" I collect SAF crowns, a series that runs 1947-1964. So, I submit a 1956 as economy, but my 1948 has to be secure plus??? That 7.00 additional cost is significant for me, and I am sure many of you....thoughts?? Ed
