Technically speaking.....To me, an original roll can be in a plastic tube, paper tube or whatever....As long as all the coins 'grew up together'.
An original bank wrapped roll, however, must be in original, unopened, 'shotgun' paper. The first photo of this roll shows that it was definitely opened and re-rolled shut. So it was probably searched at some time......

Based on what I see, yes, I would believe it's an original roll of BU Lincolns. Opened at one time or another, sure. Cherrypicked for a couple of coins, perhaps. But meticuously assembled from a bunch of singles, highly unlikely.
