They are definitely concentric circles.
Flow lines would go out radially in the direction of the flow. The metal wouldn't flow circumfernetially. They can't be flow lines. (plus, under magnification, I can see some flow lines in the fields in front of the portrait and they don't look like these flow lines.)
Could these be lathe lines???
The height, or depth, is so slight that I can't tell if they are raised or indented. But they are definitely there. The reverse shows no such lines and appears to be a normal circulated coin with some original luster left.

that's the best I've got.
I found it explained things well and has some good photos showing how precise and uniform the circles are.
