Can ebay open a NPB dispute on your buyer without you knowing?

Long story short, I sold a card on ebay on 10-19-11. My buyer contacted me shortly afterwards asking if I had any other cards for sale. Please note that I had not sent the buyer an invoice with a final total yet. I figured if he would buy anything else I could just include it on the invoice.

We did some back and forth - nice guy - still emailing today about prices and the possibility of other cards (I was going to go thru some '75s for him), and then ebay sent me and the seller an email indicating that a non-paying bidder case was opened against the buyer.

He paid, but didn't understand why I would open the case against him ( I don't blame him).

Then I received an email that the NPB case was closed (again, through no action on my part).

I didn't know ebay could open NPB cases without the seller knowing.

I certainly didn't want to do this, as the initial email made it sound that I opened the NPB case.

QUESTION - When did this ebay policy start?

    Your settings are set to automatically do that. You need to turn that off (if you want to of course)

    Go to MyEbay

    click on ACCOUNT - look for SITE PRFERENCES - and it's the bottom of the list under SELLING PREFERENCES. It's called UNPAID ITEM ASSISTANT
