Say you sent in a PCGS First Strike MS70 UHR for the PL designation and it was graded MS69PL due to some imperfection on the coin that developed since it was last slabbed by PCGS. Would PCGS honor their grade gaurnatee on the MS70 Non PL grade or MS70 PL grade because it would have technically been a PL to begin with, although missing the designation because it was sent in before they were giving the designation.

First Strike™ and First Day of Issue are transferrable on downgrades, regrades, spot review and upgrades.

If the coin qualified for the PL designation then it should get the PL designation.
Generally speaking, PCGS honors their grade unless the coin was damaged after the fact. The First Strike™ label is also transferrable.
