Who issued these 1982 "Mint Sets?"

Were these sets issued by the US Mint in lieu of not having Mint Sets? If not, who did issue them?

Any help appreciated.

    Not Treasury Mint Sets. Issued by a privateer. Yours is a bit crude due to the presence of staples. Some are packaged to be more similar to the govt. sets.

    Also appears to be PVC packaging, not treating the coins well after all these years.

    Thanks. The coins are really BU. I cannot tell you how many complete sets that I have bought over the years where the 1982's and 83's are sliders or polished circs.

    The coins are fine. It's the tone from the scanner.

    Unless I'm confused these are the Paul and Judy sets from Arcola, Illinois.

    These are good sets for all the cu/ ni and type "d" reverses can be found on the '82-D and '83-D quarters.

    These are the second best source for high quality '82-P's.
