Question about PSA graded packs on BBCE website

I don't collect PSA graded packs, but I've wondered about one thing. If Steve Hart grades PSA's unopened pack submissions, and also sells PSA graded packs, isn't that a little strange? I know he's talked openly about grading for PSA, so there's nothing hidden, but let us take, for example, his 1979 OPC hockey packs for sale on his website. Raw= $275. PSA 8=$280. PSA 9= $300. PSA 10= $900.
Wouldn't it be like the current PSA head grader selling PSA graded cards on the side?

Just to add to the discussion. If you notice, Steve also sells some GAI graded packs as well. Remember, he buys entire collections and those collectors have graded packs which he turns around to sell. That is why you see all three on his website, PSA, GAI, and raw.

PSA Experts
Notice there are several dealers here, mostly in the autograph field. I'm sure it works the same way for these consultants; they authenticate the autographs, then a PSA employee assigns a grade, if necessary.
I'm sure in a perfect world, they would like to have all their graders and authenticators to not have any involvement in their own business, but unfortunately it's usually more lucrative to be a dealer than a grader.
