Can now small gold be submitted under Modern service?

"All coins, both US and World, minted since 1955 and valued up to $1,000 can be submitted under the Modern Service"
"Chinese coins minted from 1955 to date will no longer have to be submitted through Secure Plus. This will be effective for all orders received after November 15, 2011."
Does it means small gold Eagles and Pandas can be submitted under "Modern" ?
Same for Plats?

All ounce ounce Platinum and gold eagles would need to be sent in thru regular service tier as they are valued above $1,000. Any better date fractional platinum and gold eagles valued at more than $1,000 would need to be sent in thru the regular tier. All fraction platinum and gold eagles valued at under $1,000 can be sent in thru the modern tier.
I have some small 1/10 oz and 1/4 oz including 2008-W burnished AGEs which I consider at the $30 submission cost is not economical to pay 10-25% of melt to find out if it any close to MS70. Or in case of Panda's even if they're real ;-)
But for $18 I might think to submit some. Which leads me to believe the other people will do the same.
Hence my speculation is 2-fold. There will be more small gold submitted and if you already hold MS70 it will be considered "more rare" if pop numbers go up in the total terms. But 69th and lower will go down closer to melt even if they are perceived "rare" as for 2008-W $5 AGEs if generally more MS70 are available?
