    It will net genuine grade unless you send it under error submission.

    yes, it will slab with a noted planchet flaw

    Nope, looks like a planchet flaw, and PCGS doesn't like those.

    what does the "market"/collector think of planchlet flaws, if properly noted and a numerical grade is given on a big two slab? (think of, in the sense of how greatly it affects value from a like coin without a planchlet flaw)

    If the striking die was chipped it would leave a raised lump on the neck. This appears
    to be missing metal and therefore a strikethrough? If you submitted under the error
    service and note "strike through" on the form it would be graded. Now, will it actually
    grade regardless of the strike through? Hmmmmmm
