I believe it's against ebay's rules. But then again, isn't everything. By selling it you are probably just allowing a scammer to do business under a former "good" account. I would imagine that totally stripping and account of personal info and it's Paypal account would be almost impossible. I wouldn't try it.
I have to agree that your account is never completely stripped of prior info and being linked to your personal PayPal account. All it takes is calling eBay CS after the fact to do some horrible things to the prior owner of the account by pretending to be that person.
One thing I can think of would be to relink the prior PayPal account by just simply sweet talking the CSR. Could really cause you issues if they try to either use your PP to pay for eBay fees, or send a few stolen CC payments towards your PP account to lock it up for a while.
Basically the only way I would sell my Top Rated Seller, PowerSeller account is if it was a local sale to someone I personally know. Honestly then it would probably just be better for me to sell the stuff on their behalf in this case. But I would take $3K and walk away from my account if I knew I could be cleanly broken away from it. Just don't know how one truly can be scrubbed from the account.
