The ONLY difference is that the "FS-401" costs you $24 to get put on the label.

If the coin is listed in the red book you can get it in a regular label. They only put on the FS number if you pay the fee. Both will work in the registry. I have a 1960-D/D Sm over Lg in the reqular holder, and when you list it in your set the FS number comes up in the description.
