Well, they are talking about (additional?) haircuts for Greek bondholders.
I just don't see why that isn't a default.
Anything less than voluntary debt rollovers has got to be a default in my book.
However, no one has officially said the word (yet?).
I added the word officially in there since it seems to me that if bond holders have taken a haircut, but the ratings agencies haven't called it... who's to call it???

EU officials told Reuters this week that the troika's report would determine whether private creditors need to take a bigger "haircut" to help finance Greece.
