i think its also important to keep in mind that the whole premise behind DS was for them to be given away free to military fighting over there. Looking at it from that point of view, i could see why topps just wanted to print them up, package them, and ship them asap, not worrying about the packaging. Another thought is that topps wasnt interested in glamorizing themselves with fancy packaging
