It's actually just a smidge over .715, but that's the accepted figure for calculation. It takes a little wear into consideration for total weight. If you had all BU coins, a $1000 face bag would weight just a little over 715 ounces.
If the coins are all slickys, then .715 is a little high to buy them at.
