1789 What is it ?

It looks like a Spanish. Carlos IV, 1789 Proclamation coin similar to this one except it appears to be copper so will be a lower denomination then 2 Reales.

I think you're right, though entirely coincidentally, the portrait bears an uncanny resemblance to the first US President, who by the way, was elected in 1789.

must be a 4 or 8 maravedis copper coin, depending on weight.

wow, i'd like to know more about that myself! design screams out proclamation piece (spanish) but I thought all of those were silver!
