Pending Paypal refunds messed up.

I get an email that my PayPal purchase has been refunded.

The next email is a request from eBay to cancel the transaction, so the seller is credited, which I immediately do.

Later when I look in PayPal, I see the refund is "Pending" for a week? And not yet final. I don't have access to this money yet, and may never.

#1 Why does eBay allow a transaction to be cancelled if I don't have the refund yet?
#2 Why does the refund email from PayPal not tell me the refund is pending? There's no mention of it.

Seems wrong to me.

  • I've had a Paypal refund held up for a week or so, ostensibly to make sure the person issuing the refund and enough funds in his Paypal account to cover it. Got the $ on the day they said I would but it IS annoying to have to wait for your own money.

The seller moved your money from the original purchase out of PayPal either by a transfer or bought something. PayPal is waiting to make sure the draw on his bank account for your refund is good before giving you the money.
I had a similar thing happen to me recently.
Edit to add that eBay and PayPal are two different divisions of the same company and do not seem to coordinate very well with each other. And lately it seems like they cut all lines of communication I go in PayPal and it tells me to print shipping labels for items that I have already shipped from the eBay site. It does tell that they charged me for the label though.

Seller's funds are in process of being transferred from his bank to paypal.

Normally a request for cancellation is initiated by the seller throught the ebay system after he has provided a refund.
