Yep, NT. I had a whole set in a white Capital holder that all of them were toned like that, actually even more toned.

these seem to allow coins to tone rather easily and quickly, a few years or so. i've found quite a few nicely toned coins in such holders and as Stefanie said, the Capital plastic will allow the same tone to develop. i suppose an enterprising collector could encase a multitude of inexpensive Modern issues in the cardboard 2X2's and wait for time to enhance them, then reap the reward for such patience.
