Does anyone know the story behind these?

I got these on eBay a while back and always wondered about them. Now that I finally stopped lurking and signed up here, I thought I might see if anybody here knows. They seem to have all the colors except black on the front. The backs are blank. I didn't think they had an "every color but black" point in the proof process, but perhaps I was wrong about that? The card stock seems the same as regular Topps cards.
