File paypal claim question

An eBay auction ended without a y bids. I contacted the seller and agreed on a price away from eBay. The person had 600 positive feedback and was very responsive while we were ironing out a price. I sent the paypal last Sunday and have not heard from the seller since. It was only 40 bucks so it's not the end of the world... But I still don't want to be beaten out of 40 bucks by some scumbag. My question is since the transaction was done away from eBay.. Will paypal still reverse the payment?

    If you paid via PP goods you are still covered just like an eBay purchase. If you paid via PP gift you are screwed.
