Question about low pop cards

In determining what a low pop card is in vintage cards, such as 1950s and 1960s, do you look at what is low pop for PSA 8 or do you look at low pop for all grades? Other than single prints, some cards aren't actually scarcer than others, are they?

Always looking for Mantle cards such as Stahl Meyer, 1954 Dan Dee, 1959 Bazooka, 1960 Post, 1952 Star Cal Decal, 1952 Tip Top Bread Labels, 1953-54 Briggs Meat, and other Topps, Bowman, and oddball Mantles.

    For example, 1955 Topps Harry Agganis. Are cards like that truly scarce or just scarce in high grades?

    Agganis's 55 topps card generally is found OC, that plus the fact it's his rookie and
    Red Sox nation appreciates this player for his local status and that he died early makes that card
    valuable even in mid grade. (PSA 5 and up)

    Certain 50's and 60's cards are low pop because many are very difficult to find decently centered.

    When I was building or selling cards I'd compare what the average card had graded (say 50 were graded 8 and above)
    Low pop to me would be cards with 30 or less.

    One should also see how many sets are registered.

    Forget the .5 hype about being low pop.
