Had to leave 3rd Neg in 13 years

Been on ebay for 13 years now...have two seperate id's nearing 1k in feedback each...only left 2 Negs in all that time....until TONIGHT
Basically I am looking at completing a few runs of proof sets for my collection. Saw a listing for like 11 proof sets for a BIN of $92, typical sell price on these individually and in similar lots is around $115-$120, so $92 seemed like a good, but not a mistakenly low price at $92. Sometimes I have listed stuff, I just wanted to move quickly for a little less, so it would sell quickly. I bought and paid for these around 1am Friday.
Get up this AM and have a message in my inbox stating that item was incorrectly listed as they were not in stock and was asking to cancel transaction. I did so, without any problem or comment, just moved on. Tonight I get on and am searching and lo and behold, the same seller has relisted the same exact item, using the same exact photo, but this time has put a bin of $116 on it. We all know what happened, he felt he could have gotten a little bit more so basically, he figured he would lie about the OOS. Honestly, if he would have told me he made a mistake on the price of the BIN, I would have cancelled it anyway, but the fact that he lied for whatever reason just pi--ed me off. So I sent him a message through the site asking him how he was able to come up with the same exact lot so quickly. Needless to say his response wasnt too classy, so even though I hate leaving negs, I felt this one deserved it for lying about the product, then relisting it and then the rude comment. Yeah, my comment to him was probably being a Smart A-- but whatever.

IT IS ALWAYS CHEAPER TO NOT SELL ON EBAY

This should cause some kind of suspension for the sellers. There are auctions and minimum bids for those who don't want to use BIN's.
I don't think eBay can use the excuse of being too big to police these problems. Lots of money being generated, some needs to be spent on security. I am sure the bean counters at eBay won't see it that way until there is some real competition out there.
I guess there are a lot of $cumbags in the hobby, along with the high percentage of good guys.
