I have had more problems this year as a buyer or seller than in the 12+ other years of using eBay combined.
Here is a first for me, bought an item off someone that was sent 1st class mail with delivery confirmation. Tracking shows it delivered to my zip code on Aug 1st. This same day I received 2 other packages which required signatures but were left on my door step, a 1 Oz Gold American Eagle, and a 10 Oz .999 Silver Bar. The item that is MIA, an $8 comic book. So first off I am lucky that is what came up missing, but am I SOL in trying to file a claim that I didn't receive anything since delivery confirmation shows delivered to my zip code. Neither of my direct neighbors had it delivered to them by mistake either.
I will reach out to the seller letting him know what is up and will wait a week to see if it magically shows up before writing this off if the seller tells me tough shiat.

The vacay season has let loose the usual crop of TOTALLY
incompetent relief carriers.
Now to just focus on worrying about a package that I sent out to a buyer from Ohio to North Carolina that is showing it is currently in California.
