1989 Rookie Player Set ??

I recently requested a Steve At water rookie player set and the registry set was created.

My question is, he has a 1989 GTE Super Bowl Pro Set card that is not currently listed, since this was a special release does that mean it can not be included in the set? I figured I would ask here before sending an email.

    It's my understanding the the "rookie" sets only include regular releases.
