My guess would be no. The key points to look for: A key date coin, raw, on ebay. I normally wouldn't even bother looking at the pics, or reading the story.
But if you read the story the writer obviously knows about 3rd party grading so you have to ask yourself why this one wouldn't be graded already. Especially since he thinks it's better than the PCGS 63 he has. The obvious answers are either it isn't a MP, or it's a problem coin that won't grade. Any other answer is non-sensical since it is obvious he knows that 3rd party grading would make it easier to sell for more money. Then you can get into the extremely poor image that makes it impossible to tell if it really is a MP.
Now let's all repeat this valuable plan to protect the money in our bank accounts, I will not bid on raw key date coins on ebay!
