1912 in a NGC PR 66 RED holder
While you can not see any markers, the weak strike of the Obv and the rounded rim on the Rev suggest to me NGC got it wrong. Or is it me?

More than likely this is the result of a bad image. Depending on the lighting and focus, the coin can look flat or can show tons of detail. I think this is the former.
I would find it hard to believe that NGC got it wrong also, given the high grade of the coin and how available diagnostic information is.
