Could it be slight gum/wax residue?

Nothing that would come off with a used dryer sheet. I thought it might be black crayon, since it is only on the black, but it didn't scrub off at all...

Bummer. First decently centered 77 Munson I've had in a while....

When you run your finger over it, does it have any texture?

I've seen this on other Topps cards. It seems like an excess of whatever coating they put over the surface of the card during production.

I agree with digicat. I've seen this on other Topps cards as well. The coating was misapplied or did not have time to dry? A bit of a guess, really. Anyone with knowledge of the production process?

I agree. I have a ton of these exact Munsons with the same problem. Ugh. Nice card otherwise.
