Nothing that would come off with a used dryer sheet. I thought it might be black crayon, since it is only on the black, but it didn't scrub off at all...

I agree with digicat. I've seen this on other Topps cards as well. The coating was misapplied or did not have time to dry? A bit of a guess, really. Anyone with knowledge of the production process?

I've seen this on other Topps cards. It seems like an excess of whatever coating they put over the surface of the card during production.
