Paypal Verified but not Confirmed

Hi, I am sure this topic has been discussed before but I am looking for some help.

I sold approx $900 of cards to an Ebayer with a verified Paypal account but not a confirmed address. The person has perfect feedback. Upon reviewing the paypal transaction, it indicated I would only be partially covered if something went wrong. I am hoping the board can help me to understand the next step. I really don't want to send a card and get beat out of the sum of money.

    Refund the money and ask the buyer to verify his address in paypal. then he can resend the money.

    Can I ship to unconfirmed addresses?


    Yes, the transaction must be marked eligible or partially eligible for Seller Protection on the Transaction Details page.

    If the transaction is marked eligible, protection for both Unauthorized Payments and Item Not Received will apply.

    If it is marked partially eligible, protection for only Item Not Received will apply.

    Items sold on eBay will be marked eligible even if the shipping address is marked unconfirmed.

    Generally, items sold on websites other than eBay will be marked eligible if the shipping address is marked confirmed and partially eligible if the shipping address is marked unconfirmed.

    In an off-EBAY transaction with a stranger, it is foolish to ship
    under the "partially eligible" tag.

    This is a slight twist if I am reading correctly.

    I sold one card as a result of an Ebay auction to this individual. We increased the deal to include another card (I listed a 2nd card on Ebay and it did not sell. We arrived at a mutually agreed upon price for this 2nd card. I then sent a Paypal invoice for both. Sorry but I think I am more confused now. I would appreciate a follow up comment (other than "hey dummy...).

    I only ship when transaction page says seller protection eligible.

    It is very easy for seller to verify his address on file.

    For $900 I wouldn't ship it without seller protection and ship with Signature Confirmation insured.

    I have sent a number of smaller price items under $20 to unconfirmed addresses without a problem.

    Trust me; it's NOT about being a "dummy." The UA/TOS are complex
    and can be VERY confusing. (I know most of the UA pretty well, but
    VERY often it makes my eyes glaze over when I am trying to figure
    out how it may or may not apply to a given transaction. No regulated
    bank would be allowed to operate under such a convoluted mish-mash
    UA/TOS document.)

    Your off-EBAY deal is likely what is screwing up your stated protection.
    If you sent the combined invoice for one EBAY plus one non-EBAY
    transaction, the default coverage is "partially eligible."

    On EBAY, you can ship to an unconfirmed addy w/full protection.

    Off-EBAY, you can ship to an uncon-addy w/ONLY INR protection.

    In this transaction, PP appears to have deemed the invoice "non-EBAY."

    EVEN tho there is very likely nothing wrong with the account, I would
    not ship w/o the full-coverage. W/O the coverage, the buyer can simply
    claim "unauthorized use" and YOU WILL likely lose the claim.

    The simple way to remember it is:

    On EBAY, unconfirmed is fine.

    Off-EBAY, unconfirmed is not fine.


    Your buyer should either confirm his addy at PP - takes a few strokes of the
    keyboard - or he should pay with a USPS money order.

    Be sure to use online viewable Signature Confirmation when you mail the items.

    I'm not 100% sure on this, but ebay powersellers can ship to confirmed or non-confirmed addresses and are protected, but I think non-powersellers are not protected shipping to non-confirmed addresses.

    I would suggest calling PayPal at 888-221-1161 and ask them about this to be sure.

    As long as you ship to the address found on the eBay Order details page or the PayPal Transaction Details page, you are eligible for certain protections under the eBay Buyer Protection policy.

    While you're not required to ship to a confirmed address, address confirmation is useful because it provides a way for a seller to verify a buyer's identity.

    We recommend against stating in your listing that you'll only ship to confirmed addresses. Since a confirmed address isn't a requirement for PayPal Seller Protection, this is an unnecessary restriction and might discourage a potential buyer.

    You can create shipping labels on eBay to save time, money, and provide proof of shipment. eBay shipping labels are automatically generated from a valid shipping address.

    The OP appears to be in a non-EBAY transaction.

    That is what is causing the problem, but it is easily fixable by the buyer.


    Unfortunately, the addys cannot be changed AFTER the payment has
    been made. The payment has to be refunded, the buyer has to change
    the addy, the seller has to reinvoice, and the buyer has to pay again.
    The new ticket will then say "Eligible."

    I am an ebay powerseller, and always pay my monthly fees on time, never had any NARU problems or anything negative to that effect, yet for some reason on around 20% of my sales, it says they are not eligible for seller protection - and I have no idea why...I've never had any problems because as i've pointed out here in other threads in the past, i use my own personal screening and credit checking system before I ship an expensive item whereby I couldn't afford to lose the money.

    A quick example...if some buyer living in some cheap apartment, purchases an expensive item...I refund his PayPal payment, and for me this basic strategy has worked out quite well over the years. Sure there are exceptions, but to me somebody paying say $400 rent and purchasing say a 1K collectible? Doesn't make sense to me. If I see the buyer has say a 250K home and purchases a 1K collectible...that to me makes sense, and I ship to them with confidence.

    i have 100% feedback on ebay with over 3000+ feedbacks on i am sure more than double that number of transactions.

    i have one verified addy on my paypal. if i recall verified addys have to be connected to a cc. well i have nearly everything shipped to my PO box. i dont not have a cc tied to my PO box, therefore not sure that can be verified that way, but probably could through the USPS somehow. i have also had items shipped to my place of work, again no cc attached to that either.

    why do i ship to these places...well for one at my house the mailbox is on the curb unlocked (a rural route by USPS standards). two i only can get to the PO on Sats to collect anything slips left at my home. i am gone from home from 6:30 to 6:30 every day. tough to find the PO open before or after those hours during the week. but the PO box location is open 24/7. sometimes i have slips in there too but its not as often as at home. just a few weeks ago i had a PSA order shipped to my house. the postman on the second attempt just left a note and didnt even bother ringing the doorbell, though both my wife and i were home...me thinks he didnt even have the package with him as it was quite heavy (500 slabs). i also like the po box for the insurance it provides me from theft from my mailbox on the curb.

    i havent had one person yet on ebay refuse to ship to my PO box and this has even been for items >$2,000.

    They removed the condition a few years ago.

    I had to remove each of the disclaimers manually. I think you
    may now be able to remove it in bulk using Turbo-Lister or Auctiva.

    The command is:

    FIND: Ships Only To PayPal Confirmed Addresses.

    REPLACE WITH: (hit the space bar once)

    ...........

    A good way to deal with disclaimers is to make them into a jpg
    and put them on photobucket. If you wanna be rid of it in your
    listings, just delete the pic from PB.

    LOTS of folks still only ship to con-addys. Even some folks who
    know the rules still want their buyers to have con-addys.

    If you were new on ebay, and I couldn't Google your name and city in some way to track down your physical home, and other variables, then in no way shape or form am I shipping to you a 2K item. Almost everything these days shows up on Google, and I can believe if I had your name, city, and other info gleemed from the transaction, then I'd have no problem shipping an expensive item to you.

    Perhaps some disagree with my "basic strategy"...well, they have their business model and I have mine.

    he can usually convince the seller that the requirement no
    longer exists on EBAY transactions.

    A debit card or an ATM card can also be used to PP verify an addy.

    Additional addys can be added as well, but they need to be on the
    list BEFORE the subject transaction is paid for OR the seller will get
    the "Partial Coverage" message.

    But as you have basically pointed out in other threads...I think in your "lingo" so to speak, but used for my situation...I wouldn't want my inventory item gone that I can't get back, and my 2K money tied up and the decision on releasing my money being made by some "drone" at PayPal.

    There's too many clever scammers out there these days to take any foolish chance on this. I mean if I can sell an item for say $2,000 to a possible scammer, or sell it for say $1,900 to a perfectly legit buyer, I'll take the latter situation anytime. And if the $2,000 buyer don't like it and gives me a neg, I'll take that exchange over keeping the item or having a sure $1,900 in my pocket.

    I was actually able to go on the net and find this person's address and it corresponds to their Paypal and Ebay addresses on the invoice. I think, however, that I will email the buyer and ask them to add their addie. Hope this works out...

    Dave - whatever works for ya and that you feel comfortable with, then that's what you should do.

    Some advice - don't make it "personal" - don't tell the buyer "you" are requiring him to do it...tell him that ebay or PayPal is requiring you to do it in order to complete the transaction.
