I did some research as well and found 5 other possibles beside Swindell. I didn't take time to verify the multiple RC part ( I just assumed from the era they all had multiples). But Erik Hanson, Danny Jackson, Mark Gubicza, Andy Benes and Juan Guzman all had one season over 15 wins and were selected to an all-star game. Good guess with Swindell as I don't believe any of the others got picked.

Yeah I really only went through the 1991 All Star Game and looked for pitchers who fit the criteria, so if it would have been someone from the 90's I would have lost. Someone had already said Gubicza and Sid Fernandez as well, so I had it narrowed down to either Swindell or Charlie Lea as I missed Danny Jackson and Bruce Hurst. I remember Swindell being very good pitcher growing up and I had never heard of Lea other than seeing his baseball cards so that's how I ended up guessing Swindell.
I had a lot of fun with the contest, I am going to do one myself once I sort through some stuff and can find some items that I don't need that would still be somewhat interesting for other people.
