Question on 1990's Baseball Carp ??

One of my consignors bought a large 1990's Baseball collection, many many thousands in 9 cards holder pages and New Binders. He bought them for the pages and the binders, and gave the cards to a local kid. With it, the following cards are in Screw Down Holders. Any reason why somebody would go to all the Cost/Trouble?
