ebay messages

Ok.. I am trying to bid on some auctions, and I get the following message:

Seller not accepting your bid

Unfortunately, the seller cannot accept your bid on this item. This can happen for a couple of reasons. For example, the seller may be limiting how many items you can buy from him or her in a specific time period. Learn more.

So I go to ask the seller a question and I get:

We're sorry we couldn't find an answer for you. Unfortunately, this seller is not able to respond to your question. We suggest reviewing the item again to see if your answer is in the seller's listing.

So I guess somehow I got on this sellers BBL... Are these the messages you get when you are on e a BBL list?

I think these are the messages people will see if they are on the seller's BBL, or if the seller has certain requirements that the buyer does not meet, like from foriegn country, excessive NPBs, no Paypal account setup, etc. I forget what all could be on the list of things.
