Spots on a PR70DCAM! How does the guarantee work?

I have a Statue of Liberty 1986-S $1 commem that I bought a while ago that I was planning to sell. And I just noticed 2 very noticable spots on it!

They are definitely on the coin.

How does the PCGS guarantee apply to this coin? Can I send it to them and have them pay me some semblance of the PR70DCAM price?

    Yes. Sometimes they can fix the spotting. If they fix the coin, you will get the coin back in a 70 holder. If not they will offer you the difference in price from a 70 to a 69 and return the coin to you in a 69 or 68 grade. Or you can just not accept the coin back in the lower grade and get the prevailing price of what the 70 cost in the current market. You have to pay for shipping to PCGS for the spot review.
