e-bay bucks

Doesn't e-bay do a special at the end of the e-bay bucks period where they offer 4% back as opposed to 2%? I have a couple BIN items I'll eventually buy but will wait until there is the 4% offer. Thanks.

    The last couple of times they did but you never know with eBay.

    a 5 percent just went up this morning, 8/9, maybe i will sell something now
