Looks proof to me.

I think it unlikely both the TGP and secondary label applier (not that I agree with either anywhere near all the time) would get this wrong. This is a Proof Jefferson. Why would you think it is not (apart from the strike issue you mentioned) - the surfaces, the way the tone is and lies there....Looks Pr to me.

Those are the weakest steps I have ever seen on a proof of any date. Looks nothing like my PF 42 type 2

Similarly, I've got a 1950 proof Franklin that's not FBL. It has a flat section over the lower mid-left bell lines.

Sorry, but I ran out of them (? Marks) I just got back from Staples where I got the Mega Jumbo box of ? Marks,
of course there a generic brand but they were cheaper
