Peace VAM Specialists: Is this a VAM 3 1921-P?

I can't quite tell if this is a 1921-P VAM-3... I hope this picture is good enough. What do you think?

The picture is plenty good to be 100% sure it is not. On the VAM 3 there were 2 rays that were reingraved. The one most commonly known that appears to run over the top of the horizontal bar of the first L. But the ray just to the right was also reingraved so that it appeared to run over the left corner of the 2nd L. Though your coin has strike, wear and/or damage which makes the first ray/L harder to interpret, it is clear the ray to the right runs under the corner of the 2nd L and thus it is not a VAM 3.
