Based on pixels, yes, it's definitely tilted. It's slight, but it's unquestionable.
Also, when I rotated the entire image 1 degree clockwise, the bottom line of red (the lower border of the box in which it says Mickey Mantle outfield) is almost perfectly flat, but the other three printed borders (the borders of printing, not of the whole card) are somewhat angled. So in addition to all the printed information being slightly tilted on the card, the printed information itself is a bit of a trapezoid shape.
Still a nice card, still worthy of being a 7, but maybe not quite as much eye appeal as some others.

This card is very, very difficult to find centered nicely and with no or very little tilt.
Also comes out of register and with print buggers a lot.

I agree. You have to look for the tilt, it does not pop out at you.
