Spots on Gold Eagles - Help

Wondering what might have caused the spots on these two PCGS MS69 Gold coins? I doubt the spots were there when graded. Opinions??

Those look like they are residue spots from the rinse or perhaps the lack of rinse that the mint uses. They clean up in a second and probably weren't visible when holdered.
