Looks like they listened to all the people that prefer the PCGS holders over the NGC ones. They even use edge view gaskets but they put their name in a different location.
I don't know if it is a legitimate company or a genuine coin. I don't know if the company has real experts grading coins and what their company policy is on buy backs but there's no way I would gamble that much money to find out.
To be honest, what with the plethora of counterfeits in the series and the huge prices Chinese coins are selling for I don't think it will be long for a respectable Chinese grading company to start up.
After some more research, it seems ACCA Coin could be legit. Check this out. This has to be one of the coolest ways to authenticate a TPG. Jen Hsien Chien, representing ACCA, is a co-author of a peer-reviewed scientific paper published in the Machine Vision and Applications Journal titled:

With the amount of counterfeits out there, it's probably good to have some scientific research behind one's authentication methods.
Do any PCGS employees author scientific papers?
