Question re non-luster MS coins and grading services

Is seems to me that I see many coins in NGC slabs that have high grades and little to no luster. These may be dipped out or may just be toned coins. I am partial to Washington Quarters and I seem to see many like that? Is it just me or is there a perceived difference in grading coins that lack luster between NGC and PCGS or others?

I don't think PCGS would have graded this coin higher than MS65. In the specific instance of deeply toned coins with premium gem grades, you might have a point.
