No...I think what they are stating, is that with one box, you are guaranteed to get some stars, seeing as how they are showing on the top or bottom. With the other box, whatever stars are in there are hidden in between the cards, so there is more of an unknown factor involved.
Well... Since not every box is the same I'd figure that Mr. Hart has inspected and deems both of the boxes to be unsearched and sealed; however, one box has visible stars while one doesn't and he is charging accordingly.
If I remember correctly he bought a large lot of unopened material from someone who collected packs with stars on top unopened. I have no reason to believe Steve manipulates or searches any regular unopened material. This was just not a regular box he purchased.

My interpretation: is the box with the stars on top has been made up by someone or BBCE, (like someone purchased a case of 84 Cellos went through the cello boxes and pulled the packs with stars on top and put all the stars in one box-24 stars on top in one box). The other boxes have no stars on top.
120.00 for a 1984 cello box is a great deal in my opinion considering every pack has a star on top showing.
