Question and advice about 1950 Feltbacks

I just picked up a 1950 felt Joe Paterno card in really nice shape. It came from an oldtimer collector. The problem with the card is that the "felt" is off the back of the card.
If I wanted to grade it, do I send it in without the felt piece or do I glue it back on carefully?
Without the felt, is the card considered altered? What is the highest that the card would grade without it if it was otherwise ex condition.?

If it has been "skinned," odds are you'll probably just get an Authentic, which might be better than the alternative of a PSA 1.
