Reverse looks like it was specifically designed for post-mint engraving. I would venture maybe a historical society of some type.

It's possibly by Louis Adolphe Gerbier, "a French medallist and cameo engraver born at Paris" listed on page 235 in The Numismatic chronicle By Royal Numismatic Society (Great Britain). It lists a medal of his (102A) being signed "A. Gerbier."

Also in The Numismatic circular, Volume 10 By Spink & Son:

<< <i>GERBIER LOUIS ADOLPHE French Contemporary Medallist and Gem engraver born at Paris pupil of M Le Sache The following works by him are mentioned in Chavignerie et Auvray's Dictionary 1873:
    * Portrait of ME de la Bedoliere cameo and silver medal Portrait of MJ M cameo and silver medal 1874
    * Portrait of Mme Adelina Patti cameo and silver medal 1876
    * Exhibition of Porto Rico bronze medal Le Conservateur Assurance Company bronze medal in the Boston Collection 1877
    * Folies Bergeres silver medal Medal ot the Supreme Council of Peru given to Antonio de Souza Ferreira silver medal &c Gerbier's signature occurs on a Jeton of the Societe de Phar macie of Bordeaux issued in 1879 and on an undated Medaille des Hospices

I think it is a Medaille des Hospices, but can't find one that looks exactly like it. Found some similar.
