How thick and how heavy is it? Does it feel like a five-coin Proof set or a ten-coin Mint Set or what?

It weighs 77 grams as opposed to a comparative 1958 proof set which is 42 grams. It is twice as thick. I am pretty sure it is a mint set, but was wondering if anyone knew if the "28" was a clue to what is inside.....

If you can bend the envelope easily then its a mint set from 59 and up. If its really stiff then chances are its a mint set from 58 and down. If memory serves me im willing to bet its a 1960 mint set. I've seen many with 28 on the envelope. Not sure if they done it other years. Just open it up .
