    NT, my opinion is that if they were going to work on it they would have made it more colorful and more of it.

    I like this response and agree with it. The toning appears to be an unintended consequence of some artificial influence.

    Each of you had the same thoughts I had: that if someone intended to create toning, it would have been easier to tone the whole surface than just a small part of it.

    Looks kinda like reverse tab toning. Staight down from the B and the R are lines that look like an edge....paper?

    When I saw the obverse, I was going to say NT, when I then saw the reverse with very similar (and unusual) toning, i said hmmm...

    Adding after another look: Is toning at the same spot on the planchet on both sides? e.g. are the two toning areas directly opposed to each other? If so its a bit more believable.

    Also is the rim toned in that area? How about other areas?

    Yes, rim is toned. Other area's as you can see a little on the obverse
