What happened here?

The sides of the letter O are free of color, it seems to ooze from under the letter and inside the O it seems to be flowing away from the center. Is this because there was a contamination of the planchet or die? Whatever it is, I like it, it adds character.

The metal is copper and the strike is proof. Are rhe black spots carbon?

    Yes the black spots are "carbon" spots. As for what happened, since the color looks off to me (possibly dipped), I would guess there was a foreign substance covering the "O" and when it was removed, it revealed the original surface.
