Morgan experts, is this a weak strike...or was NGC WAY off? 1899o

This is in an old fattie holder graded MS64. But the hair above the ear is very flat. Is this a common date for a bad strike, or was NGC sleeping when they slabbed this as a 64? Thoughts??

For a late "O" mint date that strike is a bit weak but not awful. Otherwise, it has nice lustre and the typical toning found on many old holder NGC dollars. It was correctly graded by NGC IMO.
