Does the PCGS guarantee apply if you aren't the original submitter?

If there is a fingerprint on a silver coin in a PCGS slab, but you aren't the original submitter - does the PCGS Grade guarantee still apply? Thanks.

Why wouldn't it since nothing about the coin changes if you sell it. As long as the holder remains intact and untampered with, I believe the guarantee applies. Also, I don't believe that you need to be a dealer or a CC member to exercise your warranty rights.

I expect that the $25 is refunded if the coin does not meet grade but I won't know that until I get my 3 back. One of the coins was misattributed whereas the other two were simply overgraded with lots of white residue on the coins.
