1962 Washington Quarter - Error???

I need some help with this one.. a 1962 proof Washington from a proof set with a very unusual reverse rim.... never seen anything like this and welcome opinions on what it might be. Note that the rim error continues under the LL of Dollar so I am quite certain it is some sort of planchet error. Help appreciated.

    Is that rim incused?
    I decided to change calling the bathroom the John and renamed it the Jim. I feel so much better saying I went to the Jim this morning.

    I guess I would describe the rim as incused in that there is a distinct drop between the outside edge and the "shaved" part of the rim. This is noticed in the closeup image of the QUA of Quarter. The same "shaving" of the rim goes under the OLL of DOLLAR.
