Franklin experts--What is up with this Franklin?

What is that going on right where the crack meets the bottom edge of the bell? Almost looks like another clapper?

Kind of reminds me of sharks teeth. If one tears loose, there is a spare fully formed just waiting to descend.

(And, please, make no comments about the obvious shortcoming of this coin, lest ye be Bushwhacked!)

    Based on what I can see in the scan,
    it appears to be a very small 'struck thru'.

    Or, it could be a small planchet flaw
    (minor lamination)
