1858-O Half Dollar NCG Restrike? Any information on this? Picture included

My friend found this at a pawn shop today and sent me pictures asking if I have ever seen or heard of it on the boards, nope, so I turn to the resident experts help?
1) Why were these made? (Raise money for some thing)
2) Who had them slabbed and why? (Shipwreck propaganda, give-a-ways)
3) Why a 1858-O with the counter stamps
4) The "WAR" is stamped but 1861/ looks like it was doe with a sharp instrument- 1861 Civil War? Something in New Orleans?
5) Is it newer? Did it make it into the SCD book?
6) Anyone seen one sell, do they carry any premium?

I'd imagine it is worth about melt plus a small premium. $30. and call it a day.
So what Alt. did you come back from?

The link i sent retails them for $40 but i can remember when this first came out a couple of years ago they were selling for something like $99.99 at the time......hope this helps
